Breakfast in America has been re-released in an addition that vastly improves on the original. The Deluxe edition includes plenty of goodies including vinyl and digital copies of the album along with a DVD of Supertramp playing. The new edition also improves on the mixing of the old album without going so far that the music is lost.

There may be apps that do that. You can definitely find spectrum analyzers that will measure ultra low.
